In the downloaded PDF the signature is flattened into the page, so it can't be lifted out as a layer or nudged around like an object. That said, as with any image it isn't fully tamper-proof against someone painting over it in a PDF editor, so if you need verifiable tamper-tracking, a certificate-based e-signature is the safer route.

Sign clearly in black pen on white A4, then shoot it straight from above in good light so there are no shadows. Run it through "Remove background" to make the white area transparent and save it as a PNG, and it will sit naturally on the document. Once made, you can reuse that same image again and again.
